Re-introducing the Opentalk-announce mailing list

Dear OpenTalk Community,

We recently reorganized the mailing lists [0]. After this reorganization, some 
internal discussions came up regarding the requirement of an announce mailing 
list. As a result, we hereby announce the following changes:

- A new Opentalk-announce mailing list [1] has been created. This list is 
read-only and will be used for announcing releases and other important 
information.
- In contrast to what we announced previously, the release announcements will 
no longer be sent to the Opentalk-general mailing list.

We did not change any subscriptions, so if you are subscribed only to 
Opentalk-general and want to read release announcements in the future, please 
subscribe to Opentalk-announce [1]. Apologies to those who initially 
subscribed to the Opentalk-announce list and got migrated to Opentalk-general, 
we are sorry for the inconvenience.
