Skipping the 24.12.0 release

Hi!

Late in the QA test cycle we discovered blocker issues in the internal 
`24.12.0` release candidate. We therefore decided to skip the `24.12.0` 
release according to the release policy [0].

The dev team is currently working on the next release where these blocker 
issues will be fixed.
